Financial Assistance Policy

1. Purpose

To remove financial barriers preventing individuals from accessing professional mental health, trauma-recovery, and addiction-recovery services.

2. Guiding Principles

Care, dignity, confidentiality, stewardship, and faith. Every applicant is a person, not a case file.

3. What the Program Covers

  • Licensed therapy and counseling sessions
  • Outpatient and residential addiction recovery programs
  • Psychiatric evaluation and medication management
  • Faith-based residential recovery (6–12 month programs)

4. What It Does Not Cover

  • Cash disbursement to individuals — funds are paid directly to providers
  • Living expenses, rent, food, transportation
  • Legal fees, fines, or court-ordered payments
  • Services from unlicensed providers

5. Eligibility

Eligibility is reviewed individually. Considerations include demonstrated financial need, alignment with the foundation's mission, and availability of program funding.

6. Application Process

  1. Submit a Request Support form on this site
  2. Initial review and triage by ESEO Foundation
  3. Follow-up contact for additional information if needed
  4. Decision communicated to the applicant in writing
  5. If approved, funds are disbursed directly to the licensed provider

7. Limitations

Approval is not guaranteed. Funding is finite and prioritized in good faith based on need and available resources.

8. Conflicts of Interest

Board members and staff who have a personal or familial connection to an applicant recuse themselves from review and decision-making.

9. Confidentiality

All applicant information is treated as confidential and shared only with those directly involved in review and disbursement, and as required by law.

10. Appeals

Applicants may submit a written appeal of a decision within 30 days. Appeals are reviewed by board members not involved in the original decision.

11. Record Keeping

Records of applications, decisions, and disbursements are maintained per IRS 501(c)(3) requirements.

12. IRS Compliance

This program operates in compliance with IRS regulations governing 501(c)(3) charitable assistance and substantiates each disbursement with documentation sufficient for tax-exempt purposes.

13. Policy Review

The board reviews this policy annually and as needed.
